この論文は国立情報学研究所の学術雑誌公開支援事業により電子化されました。The resolve of The Ministry of Education in Taiwan to incorporate English language as compulsory in the curriculum has been implemented since the academic year of 2001 by teaching fifth and sixth graders in Taiwan primary schools; meanwhile, the third and fourth graders are participating in the implementation since the academic year of 2005. This article firstly examines how English education is applied to the educational system of Taiwan. Secondly, it pinpoints the initial problems of the implementation. The problems were attributed to 1) lack of qualified English language teachers. This situation was especially serious in the rural area. 2) The connection of applying the teaching materials and content of syllabus between primary schools and junior middle schools was less. 3) The English proficiency level of the students among the class seemed very different from each other. Thirdly, it proposes the following solutions: (1) In Taiwan, there are nearly fifty thousand unemployed qualified teachers. The MOE could absorb those qualified teachers possessing good English skill and provide them with English teaching professional training. (2) Publishers could make a review-note that includes all the vocabulary primary students have studied, and junior high school teachers should use it as a warm-up for their new seventh grade.
