In the present survey an attempt was made to show the difference in the characteristics of factors that may affect accounting policy decision in both Japanese and the U.S. companies, by establishing five focal areas. As a result, it was able to identify rather clearly the difference in accounting policy decision between Japanese and the U.S. companies. (1) In the U.S. there is a close mutual relationship among management objectives, objectives of financial reporting and financial statements items regarded as being important. In Japan, on the other hand, the relationship among these three factors is not so close as that in the U.S. (2) In the U.S. there is almost complete agreement on the functions of financial statements, and the number of persons or committees within the company who have influence on accounting policy decision is limited to a few. On the other hand, in Japan more functions of financial statements are considered as important, and accounting policy decision is dispersed among many persons and committees concerned within the Japanese companies. It was not the purpose of this survey to see whether or not any characteristics taken into account for accounting policy decision made by both Japanese and the U.S. companies are proper. Rather, this survey was a first step toward clarifying the significance of accounting policy in terms of economic, social and cultural environments.
