The Persian Gulf crisis revealed the extent to which Japanese corporations are saddled with defects and imperfections in many areas. The way in which the Tokyo government and the Japanese Foreign Ministry attempted to deal with the Gulf crisis made it unmistakably clear how far behind the Japanese are lagging, even when compared to the multinational corporations of the U. S. and Western European countries (the most advanced nations when it comes to crisis management), in every respect-including mental preparedness, contingency manuals and the speed of responding to uncertain occurrences. As more and more Japanese multinational corporations develop into "economic giants" overseas, they increasingly become subject to all sorts of crises. Although the number of Japanese corporations concerned about crisis management is increasing, those that have made the organizational provisions required to execute crisis management still represent a small minority. By focusing on the subject of decision-making in times of emergency, this paper examines the basic theory of corporate crisis management, including crisis-management countermeasures on the part of enterprises engaged in overseas business activities.
