Most of the Japanese small and medium-sized businesses which were earlier in making direct overseas investments were among the more influential at home. They were mostly motivated to invest overseas by the challenges of new business opportunities which had presented themselves or perceived needs to prepare well in advance for the solution of anticipated problems in domestic business operations. To look at what the overseas subsidiaries or affiliates of these small and medium-sized enterprises experienced, however, they not only encountered too many difficulties to readily set themselves on the right track, but an unexpectedly large number of them even ended up in failure. These difficulties or failures are attributable to the management's insensitivity to the needs of international business administration or their hastening to make direct overseas investments without waiting until sufficient management resources were built up for successful international business operations. The rapid appreciation of the yen in recent times is likely to induce direct overseas investments by such small and medium-sized businesses as are even poorer in management resources than their predecessors. In order that these Japanese businesses may not fail in the management of their overseas subsidiaries or affiliates, or run into friction with the local communities, it is imperative to help the development of the capabilities of their managers to succeed and to facilitate the enrichment of management resources they require.
