The purpose of this report is to clarify the current situation of working hours in Japan and identify problems therein through the comparison of working hours in this country and the U.K. Japanese people actually work per annum for more 200 to 500 hours longer than those in advanced countries in Western Europe. Whereas this difference is a combined result of various factors including the circumstances of trade union movements, its meaningful analysis requires not merely focusing on the difference in legal provisions on working hours but more detailed comparisons (by country, by sector of industry, by scale of business and so forth). Therefore, this report analyzes long-hour labour in Japan in comparison with the U. K. where pertinent statistics are relatively well available and working hours are unexpectedly longer than in many other countries of Western Europe. The results are charted wherever practicable to facilitate readers' understanding. Further, as structural disparities in working hours in Japan constitute an essential factor to understanding the realities of working hours in this country, efforts have been made to give true pictures of the disparities in many aspects. The result is believed to be a success in better portrayal of the actual circumstances of long-hour labour in Japan than the conventional international comparisons of averages.
