As British scholars themselves point out, the development of business management studies in the United Kingdom lags behind when compared with those of other highly advanced countries. Personnel management, a sphere of business management, is no exception. Changes in the economic, political and social environments of the United Kingdom have had a strong impact on the structure of industrial relations since the 1960s, and this in turn stimulated the reforms of the industrial relation system and the practices of personnel management at company-level. Such being the background, personnel management studies began to show a full-scale development from the late 1960s, and now they have developed to the stage where these studies may be classified into five categories. However, by studying personnel management textbooks, we could find that many problems stemmed from the developmental process of British personnel management. Personnel management studies in Japan reveal that we have some problems in common. As the lessons drawn from British personnel management studies can be applied to the Japanese counterpart, the scholars of both countries can learn from each other. The catalytic role in such an interaction seems to be performed by the ever-increasing Japanese companies in the United Kingdom.
