The conclusion of the Plaza Accord in September 1985 sent the yen's value skyrocketing and marked the onset of a major transformation of Japan's industrial structure. The impact on the country's textile and clothing industries was unprecedented, and a sweeping metamorphosis ensued. The shift consisted of more than simply a huge influx of textile and apparel imports into Japan and a massive move overseas by domestic manufacturers. It also produced changes in the country's industrial structure. The entire national economy felt the impact in terms of such problems as (1) unemployment, (2) the decline of related industries, and (3) depopulation in regions vacated by textile and apparel businesses. Given such developments, how can the Japanese textile and apparel industries be fashioned into internationally competitive players? This paper offers a fresh answer to this age-old but still current question based on an analysis of present conditions.
