This paper, as part of a study of the economic institutions of the United States, intends to shed some light on local governmental bodies below the state level. State autonomy under the federal system and the history of self-governing communities set up by early colonists and pioneers that has influenced the social fabric, have produced an extremely diverse and complex system of local government in America. In particular, the paper concentrates on two aspects of local government. First, on the subject of general-purpose governments, the intricate relationship between the political subdivisions stipulated by the government at the top and the self-governing bodies spontaneously formed at the bottom is examined. Second, concerning special-purpose governments, the features of school districts and special districts and how they are formed and utilized are considered. One area of serious concern is the problems that have accompanied the emergence of new local governments demanded by the late 20th-century exodus of the rich to the exurbs. While this paper touches on these issues, they will be examined more closely in future work. As a prerequisite, this paper constitutes the first step by highlighting special features of U.S. local governments whilst noting that they are not necessarily applicable to Japan.
