Japan's agricultural industry is strongly influenced by irrigation cultivation and, moreover, has the specific character of being molded on the precondition of water utilization. Consequently, the question of water for irrigational purpose has always been identified as the pivotal theme of land improvement, and the progress of water utilization in Japan has without exception evolved in conformity with the distinctive features of each respective location. For these reasons, it is important for any research on land improvement to make clear--based on history--the problems pertaining to the specific structure of agricultural water utilization in a given location. And, it is precisely through such historical descriptions that the planning and drafting of a bona fide course of actions for land improvement projects become possible. This paper divides the history of the development of water utilization--the prerequisite for an historical examination of water utilization--in Japan into five periods. It then inquires into the historical facts relating to each phase of progress and examines the differences in the degree of development as well as the regional characteristics thereof. Based on the distinctive features thus obtained, we furthermore rearrange and reclassify the postwar state-managed irrigation and drainage projects carried out along Tohoku Region rivers--including the Eaigawa and Narusegawa river basins, which are the subject matter of this paper--and study the technological preconditions of development--a study that constitutes one aspect of bibliographical research on the development of water utilization.
