Since the mid-1950s the number of women in Japan's work force has steadily increased hand in hand with the advancement of urbanization, the growing desire of women to play a more active role in society, and a changing industrial structure. In terms of personnel management, however, employment opportunities and remuneration for women remain considerably inferior to those for men. It was in order to rectify this situation and secure equal opportunity and treatment for men and women in the field of employment that the Equal Employment Opportunity Law was established in 1986. This law haw a major impact on Japanese corporate personnel-management policies, which up till then had primarily been fashioned and enforced for male employees, and in fact promoted improvements in employment opportunities and treatment for female workers. Even today, however, there are some companies where the improvements exist in name only. Institutional changes alone cannot be considered an improvement as long as problems remain in terms of their application. In order to enhance the quality of the hiring and treatment of female employees, further efforts are called for on the part of both labor and management and the administrative authorities.
