The development of farmland and water utilization in the Tsugaru district of Aomori prefecture have continued without cease since before the age of feudal rule. Today, with the contribution of the improvement of cultivated land, the Tsugaru district has come to draw attention for its extremely high agricultural productivity. This paper will discuss the development of the land improvements carried out for the Iwaki River, which are of the greatest importance to the development of the Tsugaru region, and aims to categorize the characteristics of these improvements and the issues they now present. In recent years, changes in the government's agricultural policy coupled with improvements in the Japanese diet have resulted in major changes in the use of irrigation facilities. This paper will therefore attempt to probe new directions for the use of irrigation facilities while reconfirming the rule that they have played in the past.
