Following switch over of Japan to low economic growth, wage increase has slowed down a great deal and tax burden has increased, resulting in tightening the household expenditure in working families. In this situation Japanese companies are trying hard to decrease labor cost to cope with rise of yen and aging society. Permanent employment system and seniority order wage system are in course of being reviewed. The household expenditure of middle aged families in Working families are the most strongly affected by such changes concerning wage and employment because their expenses for puchase of house and education of their children are quite large. In order to improve the economic conditions of working families so that they can enjoy higher standard of living and better future life, it is possible to assume that a new system has to be established to decrease their costs for house purchase and education which are very high at the present time. Japan is in process of changing the basis of growth from foreign demands to domestic demands, in another word it is going through a structural transition. Therefore it is important for Japanese economy for working families to recover some room in their house fold expenditure so that they can afford more consumer goods.
