High-Technology Industry is such industry that developed countries have comparative superiority. It is quite natural that the advanced nations whose industries are already fully developed should try to revitalize their economies by high-technology industry. Such trend not only agrees with national interests, but also can be a powerful means for regional development. Therefore, the movement to build a "second Silicon Vally" is initiated from the regional side. Their objective is to recruit high-technology industry and in order to create more employment in a long- or medium-run. In Japan, too, introducing high-technology enterprises has been active. Also the attempts are made to build technopolis. However, we are not yet quite sure what the conditions of location for high-technology industry should be, which makes the recruitment of high-technology industry difficult. This paper discusses the conditions of ideal location for high-technology as well as their relationship with the regional formation.
