• Hunan Province is located at the mid-leagth of the Yangtze River and covers an area almost comparable to the Korean Peninsula. The history evolved in Hunan Province since the Opium War witnessed the key events in the history of revolution in modern China. Those events include the Taiping Rebellion, the Reform of 1898, the 1911 Revolution, the May-Fourth Movement, and the peasants' movement led by Mao Tse-tung, all of these having been major subjects of investigation in the studies of political and ideological history in China and by scholars in Japan as well as by those in Europe and the U. S. As a result, we now have an abundance of accumulated knowledge on this aspect of Chinese history in both qualitative and quantitative terms. On the other hand, the study of economic history relatively lags behind. In particular, there have been few studies on the currency and monetary systems not only in China as a whole but also at the province or local level. In order to fill the gap of our understanding, this paper attempts to investigate the "Piao-bi" issued by the Mint Bureau in Hunan Province. Lagging behivd other provinces, the Mint Bureau was established at the time of the Reform of 1898 in Hunan. Its operation, however, was suspended with the expulsion of Governor Chen Bao-zhen who belonged to the facton of Reformers. As the New Regime was established in 1902, its operation was resumed by Governor Yu Lian-san. Yet, it was too late; the nation was in the serious financial difficulty due to the progress of the colonialization movement after the Boxer Rebellion, and, hence, the "Piao-bi" merely amplified the complexity of monetary disorder. Eventully, the Qing Dynasty itself collapsed with the 1911 Revolution, and the Repulic of China was established. Nonetheless, a small improvement in the monetary disorder was achieved with this transition. This paper explores this vividly changing process based on concrete evidence.
