Big cities of the world are seeking solutions to their various common problems. Compared with advanced European cities, our big cities, above all Tokyo, do not have sufficient experience of handling the impact of internationalization on their administrative and financial management. Thus, the factual analysis of European cities with their rich experience of internationalization becomes essential to assess this impact. In the light of the above-mentioned observation, this paper deals with the analysis of demographic structure of foreign population living in France based on the latest French Census conducted in 1982. The number of foreigners in France at that time was approximately 3.7 million, of which about 40% accounted for the productive population. Comparing to the preceding census, the aggregate number of foreign population increased, while that of the productive population decreased slightly. In general, an intertemporal analysis of foreign population in France has shown an increasing trend. Whereas, an analysis based on nationality shows the ratio of European origin has been declining while that of African and Asian origins increasing. The ratio of the productive population in the total foreign population in France has been generally on a declining trend. Whereas, an analysis of the productive population by sex delineates the rapid decline of the male ratio in contrast to the steady increase of the female ratio. The youth population ratio among foreigners has been generally rising in contrast to the aging tendencies of French society. However, the general anticipation is the aging trend will develop even among foreigners as indicated in the recent slackening pace of increase. The ratio of females among the foreign population indicates a conspicuous upward trend. Further, with regard to the demographic structure of foreign population in France as of 1982, the following characteristics can be pointed out. -higher ratio of youth in the population -a larger number of children per family -higher unemployment ratio Although slightly over 20% of the foreign population lives in urban areas, approximately 60 to 80% of the foreign population born in France is concentrated in these urban areas.
