It is a fairly common view that contemporary economics has been shaken to its foundations. In spite of various criticisms of the mainstream of modern economics, the author's view of its current situation and its future is not so pessimistic as is generally prevailing. The thrust of the issue is not to draw arguments from the usefulness of economics in actual policies, but to reflect on what is economics and what is economics which incorporates social science, tracing back this approach to its origins. There are many methods to handle this issue. Especially important among them are the German Historical School and the American Institutional School, which was been considered in relation to the former. So far, these two schools have been discussed independently, and very few attempts have been made to deal with them in terms of their common foundations. The significance of this type of approach has been repeatedly pointed out. In this regard the author is deeply aware of the importance of Schumpeter's philosophy. Schumpeter conducted his research on the historical school led by Schmoller on the one hand, and on the other he developed a theory on business cycles through the influence of the Institutional School, above all from Mitchell. Thus, he tried to build up his methodology of social science deeply recognizing the significance of both historical and institutional aspects. Reflecting on the current problems of economics, the author believes Schumpeter can provide an extremely effective philosophy, foundation and methodology. As a way of reconsidering economics through studies of historical and institutional schools, the author has taken up Schumpeter's methodology of social science in this paper.
