In Japan fairly detailed research and study have been made concerning public enterprises in European countries, in particular those of the United Kingdom, West Germany and France. But despite the fact that this subject already has a long history in Sweden, in actuality Swedish experience as the areas of research tackled and presented have been very few in Japan. The aim of this paper is, with a view to contributing to Japanese research into public enterprises in foreign countries, to present an outline of the state-owned enterprises in Sweden and indicate their unique features. Furthermore, the writer visited Sweden in October 1981 to make observations at first hand, and this study has been based on the valuable materials obtained at that time. The point of difference between Sweden and countries like the United Kingdom, France and West Germany is that, under 40-years old of socialist government, the Sweden have not pursued a policy of large-scale, dynamic industrial nationalization, but have, in the main, introduced a system of state-managed enterprises while applying such indirect measures as taxation, regulations and subsidization. However, these state-managed enterprises are run in competition with the private sector, and an original system has been evolved whereby enterprise finances are adjusted according to the achievement of the country's social and economic policies. The state-owned enterprises are classified into two groups: 1) departmental enterprises directly managed by the state, and 2) state-owned companies based on the acquisition of private enterprise shares. Distinct differences are observed between the two. Accordingly, the directly managed enterprise and the nationalized enterprises (state-owned companies) have been examined separately, and within this framework, their particular characteristics as regards management configuration and methods have been compared. That is to say, it is apparent that the Swedish public enterprises, especially the state-owned companies, are presently playing, and have traditionally played, an important role as the part of a full employment policy, and, as such, they can serve as a reference for Japan in the way Swedes runs their public enterprises.
