A loose reduction of the demand of petroleum fuel is expected as the situation surrounding oil refining. In this situation, it is expected that the demand of C- heavy fuel oil, especially use for electric power generation, decreases sharply. In the petroleum oil refining, it is difficult to reduce production for one specified fraction, expected for demand reduction, and increase production for another fractions, because feedstock consists continual fractions. On the other hand, there is a tendency for the quality of the crude oil produced to become heavier. This is a serious problem for petroleum oil refining. The present production of the light crude oil is operated possibly under near full production, difficultly to increase. As the results of these Conditions, the price of light crude oil is rising on supply and demand balance. In such a situation, the quality of crude oil imported to our country has a high possibility of becoming heavier from now on. This report explains the supply and demand of the heavy oil, especially C heavy fuel oil and asphalt which are made from the heavier fraction of crude oil. And more explained the problem on petroleum refinery made as the results of the reduction of consumption of heavy fuel oil and heavier crude oil imported.
