The purpose of this paper is to explore the reasons why "manufactory"was established in the export market-oriented silk-weavingdistrict in Japan around 1890. Silk fabric, especially habutae silk, wasone of important export goods in Japan before the Second World War.Habutae silk was a thin, plain and smooth fabric that was first producedas export goods in Kiryu. Fukui Prefecture, Ishikawa Prefecture,Tsuruoka in Yamagata Prefecture, and Kawamata in FukushimaPrefecture then became also major weaving districts. Among them,production of habutae in Fukui Prefecture grew rapidly throughincrease in both hand-looms and workers per manufactory rather thanincrease in manufactories itself. A putting-out system was not commonin this area for the purpose of production increase.After the beginning of international trade, export industrial goodswere required to satisfy quality standards: uniformity, design, durabilityand packing. As Japanese habutae was used as materials in theWestern world, it had to be uniform and durable for processing.Manufactories had to do something to raise the quality in habutaethrough the division of labour as well as working together under theroof. That is why producers in Fukui introduced 'manufactory-as-factory' systeminstead of the putting-out system to respond to suchrequirements that the manufacturing industry in Japan faced for thefirst time.
