This paper discusses some aspects of the emergence of the strategiesof industrialization in Southeast Asia during the 1970s and the 1980s inAsian comparative historical perspective. Major research projects wereorganised in this period under ARTEP (Asian Regional Team forEmployment Promotion), a Bangkok-based research wing of the ILO, toaddress issues on employment generation, the development of labourintensiveindustry, export promotion and manpower policy. Severalvolumes and a large number of working papers were subsequentlypublished, reflecting the views of leading economists and policy needsof the region.The paper picks up some loosely agreed strategies that emerged fromthese studies, and compares them with the contemporary Indian andEast Asian strategies. It suggests that their arguments contained somenew insights into the developmental path taken by the region, successfullyrefuting the conventional strategies that aimed at economicgrowth, assigned the capital goods sector a leading role, and pursuedimport-substitution industrialization. A more flexible set of strategies,promoting the growth of labor-intensive and export industries, respondingto the changing international environment of rapid industrial relocationcaused by the micro-electronics revolution, and improving thequality of labor through a better provision of mass and elite education,emerged. It was important to them that a serious worsening of incomeinequality would be avoided.
