In the midst of a recent boom of mountain climbing by middle and aged persons and 100 famous-mountain climbing, special attention has been paid to a problem of excessive use of natural parks again. Peoples tend to concentrate on specific areas of popular natural parks and therefore, they intend to enjoy natural environment, though being goingto destroy it. In this context, this study discusses a problem of private lodgingfacilities in natural parks, in particular in natural parks from the aspects of protection, use, and excessive use. Specifically, such a problem is discussed that "Against what background, have lodgingfacilities and mountain lodges been constructed and then extended? In the future,an issue "what kind of restrictions should beprovided to indirectly control excessive use of them?" will be discussed. Accordingly, in this report, initially, actual situation of these facilities is summarized and issues to be solved are extracted. First of all, asurvey of Natural Parks Law is made to confirm the provisions for the protection and use of them stipulated by the law. In addition, the provisions for lodging facilities and the criteria for constructing them are summarized. Second, giving the Kamiko-chi region in Chubu Sangaku Park as an actual example, the restrictions and criteria for lodging facilities are reported.Finally, the issues, which are related to therelationship among lodging facilities, as well as the protection and use of them and will be taken over by a future study, are described.
