The State of Poverty and Its Determinants in the Sulawesi Region of Indonesia : A Rural and Urban Comparative Analysis

This paper aims to present the state of poverty in Sulawesi Region, Indonesia in terms of its distributions and determinants for both rural and urban sub-regions. The 1996 situation is the time where the nation regional and nation wide poverty incidence achieved the lowest points, 11.45% and 11.34% respectively. Recent (2002) figures shows that while the national poverty is estimated 18%, Sulawesi Region comprises poverty incidence well above 20%. The Incidence of poverty in the region in terms of household proportion is approximately more than 61% across the community, and there is significant difference between rural and urban areas. If the rural areas is almost identical to the regional rate, that is 63.62%, the incidence of poverty in urban areas is much smaller, "only" 38.12%. This fact is in line with the proportion of households residing in the rural areas accounted for more than 80% of the total 2.86 million households in Sulawesi Region. In terms of poverty determinants, The Region and the Rural Area are very similar; they are the Shop Accessibility, School Access, Cultural Facility, Community Participation in Development, and Household Number as well as Agricultural Sector. On the other hand, for the urban area, the important poverty determinants are Medics Availability, Cultural Facility, Access to Medical Service, Community Participation in Development, and Geography and Topography. Thus, the Sulawesi Region poverty determinants is very Simiker to rural areas, where more than 78% of its population settled in the rural areas. Consequently, high incidence of poverty in the region is more in line with the rural problems, even though it is also occur in urban areas of the region.
