The final goal of this study is to find an authentic way to develop the system or activity for adult education. To meet the direct and real needs of adult education, the comparative study on social (adult) education should, as its major task, to seek important factors of the organization of social education in different social-cultural patterns intending to find out the causes of its fault or failing. In this article, the work is directed to the Indonesian and Burman societiesas typical ones that show under-developed situation. And their natural, socioeconomical and political conditions, affecting to their social education systems, in the period of their independence, are refered here. The attention is directed especially to their policy on social education because the directions of social education in both countries are presented and are carried out by political or social leaders.
