We propose a double chance approach to the car license plate extraction. The first algorithm uses the straight line segments obtained by edge operations and groups them based on a set of pairing conditions. The second algorithm finds the area at which the vertical edges populate mostly. By cascading these two algorithms, we give the second chance to the sample image that is failed by the first algorithm. Using the real-life database collected by the field operational camera, we obtained 98.46% success rate.
