Since the 1980s, a large amount of literature on negotiations using gaming and experimental modeling techniques has accumulated. However, so far it has produced little of worth for the historian and researcher, who must delve into actual political and diplomatic situations involving the complex interplay of numerous factors with mediation studies. Very few researchers have made an indepth study of mediators besides President Theodore Roosevelt who were involved with the Portsmouth peace treaty. For example, Mr. Kentaro Kaneko is a fairly well-known attache who served as a mediator behind the scenes between President Roosevelt and Jutaro Komura. Mr. Kogoro Takahira's mediation efforts, however, went unnoticed, along with those of other unknown mediators. This article deals with Kogoro Takahira's mediation efforts behind the scenes of the peace conference in Portsmouth, New Hampshire in 1905.
