The purpose of this paper is to clarify the requirements for curriculum development of comprehensive learning which is newly-organized in the curricula of senior high schools by the renewed Course of Study (1998.3.29). Based on the analysis of a case study of senior high schools, the following requirements were clarified. (1) Both formal and informal in-service training of teachers are very important to the development of the curriculum for comprehensive learning. (2) The contents of learning should not be cramming knowledge but should be suitable for adolescents. (3) In preparatory high school, school reforming programs are effective for increasing students' eagerness for not only adolescent education but also to enter university.
