This paper studies the possibility of imposing the regional environmental tax on forests which produce oxygen or clean the air. This function of the forest is called forest externalities. It is proposed that tax revenue should be expended for the reforestation and the nourishment of forests which brings about the reduction of the carbon dioxide.
