There is an increasing social interest in the creation of a new public sphere: an area where social service is provided as volunteer work and activities with citizen participation. The activities in the New Public Sphere largely depend on women, which causes various problems. The goal of this paper is to explore a key to solving these problems by analyzing the voice of the women who volunteer in social services. The women pursue an integration of social significance and economic value from their activities, based on the social structure surrounding them. How we recognize, interpret, and fulfill the needs of women is related to the overlapping area between social significance and economic value, and the fulfillment from both aspects is what the women have been pursuing. A key for the solution of the obstacles that women confront when they try to continue their activities might lie in integrating social significance and economic value.
