The purpose of this research is to identify the content of statistics education for upper secondary school, which has not been thoroughly enough instructed in Japan. After providing viewpoints for classifying the contents of statistics education, the frame of qualitative analysis is defined to compare those in Japan with the U.S. First, I extract three items as a viewpoint based on the system of statistics. (1) The item called 'Descriptive statistics' helps to foster the ability of reading only figures of the data in statistics education. (2) The item called 'Inductive statistics' helps to foster the ability of reading the meaning of the data in statistics education. (3) The item called 'Decision making' helps to foster the ability of reading beyond the data in statistics education. Next, I extract two items as a viewpoint based on the utility in society. (1) The item called 'Information-processing without a change of time' is useful to interpret the facts. (2) The item called 'Information-processing with a change of time' is useful to predict the futures. The frame of qualitative analysis represented items extracted as a viewpoint based on the system of statistics in rows, and items extracted as a viewpoint based on the utility in society in columns. In conclution, the item called 'Decision making' as part of the contents of statistics education for upper secondary school has not been enough instructed in Japan. It is a significant issue for society. This issue should be emphasized when the curriculum of statistics education is revised, and it is necessary to encourage the development of the contents of teaching to include decision-making processes.
