Economic and social reorganization with the goal of creating sustainable society" is currently underway, and local regeneration founded upon environmental restoration has become a major topic in Japan. Among local initiatives, one may observe a variety of spontaneous attempts taking root, which respond to the issues, involved in local regeneration. The region of Lake Saroma in Hokkaido, Japan, has taken the lead in that country in adopting community-based fishery management through the introduction by the fishermen of knowledge agglomeration and solidarity." The fishermen have been actively involved not only in management of fishery resources, but also in environmental conservation of the lake, while simultaneously planning for the promotion of the fishing industry in which scallop aquaculture is central. However, fishermen have in recent years faced degraded water quality and sediment caused by an influx of bed load and organic substances from upper rivers as well as by accumulation of contaminants in the sediment. To protect the lake environment, the hydrologic cycle of the entire basin should be considered. This requires not only efforts from fishermen, but also multilevel collaborations and partnerships among the fishing industry, the other sectors, local residents, and the central and local governments. This paper explores a new analysis framework for solving problems regarding partnership building and cost sharing for sustainable use of local common-pool resources through the practical challenges currently faced by the Lake Saroma area by a socioeconomic approach. First, the article examines the Commons theory and the Basin Governance theory based on previous studies. Second, on the basis of a study of the various regional challenges revealed by field research in 2005, the paper clarifies the characteristics of community-based fishery management in the Lake Saroma region and defines the resources and environmental problems in the basin. Finally, this article assesses past local initiatives for sustainable use of local common-pool resources, examines future challenges, and explores a practical analysis framework for approaching resources and environmental problems in the Lake Saroma Basin.
