In the aged society, the ratio of aged people retired from activities in the market economy will rise. However, many aged people still continue learning and hobbies and are participating in social activities. A trial was begun in the 1990s to understand those aged people who perform activities independently in many fields by applying the concept of Productive Aging. The purpose of this study is to understand aged people's power for voluntary activities in Japan and explore the possibility of Productive Aging. Methods used are the models of Bass and Caro, and the Productive Aging Paradigm. Data used are the data of "Volunteer Activities" contained in the "2001 Survey on Time Use and Leisure Activities" implemented by the Statistics Bureau. From these, we are able to demonstrate that Productive Activity of people continues after their age exceeds the limit for productive labor in the labor market. The discovery that Productive Activity is not limited to the labor ability in the labor market enables correcting the conventional image that aged people are passive.
