The Association for the Rural Poor, an Indian NGO, makes efforts to empower the poor of the outer caste ("untouchables") politically by organizing the people with Brazilian activist Paulo Freire's popular play and basic education. The association places top priority on people's self-reliance, therefore, it never employs a top-down approach, but welcomes a bottom-up one, and is ready to turn over all responsibility to them once it succeeds in organizing small self-reliance groups. Cambodia Village Support Group Japan is one of the NGOs against the anti-human landmine in the world. The group established a self-supporting village for the victims of anti-human landmines and their families. In the village they are expected to cultivate vegetables and fruits trees and raise cows and pigs for depositing their fund for future self-supporting life. The victims and their families who have met the Group's criteria of self-help can have privilege to possess houses and land for cultivation which are given by the Group. Anekal Rehabilitation Education and Development Centre is an Indian NGO working for empowerment and organization of the outer caste in Karnataka and Tamil Nadu. The Centre uses participatory rural appraisal (PRA), which have developed as a tool of people's empowerment among various Indian NGOs, for studying the needs of the women and children of the outer caste and planning income-generating activities for them.
