In this treatise, I intended to analyse Rousseau's thoughts concerning public education. For the purpose of this research, I have tried to explain this problem from six aspects. That is as follows: (1) The bases of public education or the relation of education and social organization. (2) The principles of public education or the reasons why the society requires the system of public education. (3) The sovereignty of education or the idea of Rousseau's nationalism that characterizes his thoughts on public education. (4) The form of public education or his maintenance of equality and commonness in education. (5) The principles of the method of public education or the idea of Rousseau's negative education. (6) The administration of public education or the idea of the central organ of educational administration. I arrived to the next several conclusions as a result of this study. (1) The public education cultivates the foundations of politics and economy. (2) The public education is one of the fundamental roles of popular or legitimate government. (3) The principles of public education are the application of the general principles that Rousseau proves in "Emile". In next study, I will hope to try to make clear where the Rousseau's thou- ghts stand in the history of education.
