Against the background of changes in the family as well as in the local community, unsolved issues concerned with children's development have begun to pile up. A succession of education reform policies intended to tackle the situation has been produced by both the Ministry of Education and Science and the Osaka Education Committee. One of the proposals made has been the revitalization of local teaching environments, seeking to bring together the pedagogical potential of home, school and community. Momoyama Gakuin University has been playing its part in making this proposal reality, by creating links with education councils representing Junior High Schools in the surrounding locality. This paper introduces the kinds of links formed among schools in the Izumi City area, and explains the role played by this university. It then outlines the reforms being carried out in the university's teacher-training curriculum to fit in with these local attempts at cooperation, to allow the cultivation of new teachers through daily contact and cooperation with neighbourhood schools. Foremost among these reforms was the presentation of a practical proposal for revamping the content of teaching practice leading to the Junior High School Teaching Diploma. It sought, on the one hand, to solve the problem of students' having to miss classes while on teaching practice; and, on the other, to create direct and indirect opportunities for students to be involved in school classrooms. These reforms, it is hoped, will enrich the content of the teacher-training curriculum for students of this university.
