Networking in Asia by Japanese English Teachers is an alternative action for EFL. This paper is to introduce a challenging international exchange project by a group of Japanese English Teachers and NGO in the Philippines. The study tour to the Philippines has made since 1988 and the group visited the NGO, high schools and community. The program bring Japanese English teachers to the Philippines would be widened their perspectives. Insights from observation will be shared and possible further action will be discussed. Non-formal education by NGOs has vital role in the Philippines as well as a formal education at school. At the grassroots level a training module for people's empowerment is spreading. NGO in Manila, PEPE (Popular Education for the Peoples Empowerment) obtained a workshop at this exchange project. The experience may promote global awareness, international understanding and action for world problems.
