In this paper we reconsider the character and the function of the cooperative union by taking up one aspect of the Nagasaki Shipbuilding Union's split problem. Since the argument of the late professor Wakao Fujita many arguments have tended to treat the character and the function of cooperative union, especially of the second union as self evident. We, however, think this kind of the argument has missed to grasp the real character of the cooperative union. To understand its character and function we need to take up what kind of the industrial relations they have pursued to create, even by using the measure to split union which they had belonged to so far and form new one called second union. To achieve our aim we take up the problem as follows. Firstly, we think what is the "Roudoukumiai-shugi (Japanese Trade Unionism based on cooperatismu) and what kind of industrial relations new union espoused that ideology had pursued to create. Secondly, we think the characteristic feature of the new union by taking up its general principle. Thirdly, we take up its organizational feature and its policy. Taking these three points we rethink the character of the cooperative union.
