It is one of the fundamental requirements in an interior lighting design to avoid discomfort glare that the lighting system gives. There are some metrics used to quantify the glare sensation, one is Unified Glare Rating (UGR), and the other Luminance Limitation Curves for a luminaire. In 2001, Commission Internationale de I'Eclairage (CIE) has recommended UGR method to limit the amount of glare in a CIE Standard. This standard has been approved as a joint ISO/CIE Standard in 2002. In Japan, the Illuminating Engineering Institute of Japan has provided with "Interior Lighting Standard" in 1999, where Luminance Limitation Curves are applied. This is aimed at doing a Japanese Industrial Standard (JIS) in the very near future. The purpose of this paper is to consider a criterion to limit discomfort glare in interior lighting, and to propose a way to harmonize Japanese Standard with ISO Standard.
