• One of the central problems in second language acquisition (SLA) theory has been the question of whether it is constrained by Universal Grammar (UG), as first language acquisition is posited to be. This paper considers three criteria, based on Atkinson (1982), for assessing any putative SLA theory: the Theoretical Framework Condition, the Sequence Condition, and the Mechanism Condition, and evaluates current proposals for an SLA theory in the light of these criteria.
