In this paper, consideration was made from a viewpoint of construction of the environmental network design about the base function of the Nishitokyo City Recycle Plaza currently planned by Nishitokyo City. In order to solve environmental problem synthetically, it is important to connect administration, citizens, NPO's, educational facilities, and companies by network. If the network design on the theme of environmental problem will be called the environmental network design. Construction of the environmental network design is very effective in support of environmental education, environmental information, and support of environmental management system in an area. From such a viewpoint, the following proposals were made as the environmental network design at the Nishitokyo City Recycle Plaza. I. Environmental learning by using the partnership of administration, citizens, NPO's, educational facilities, companies. II. Environmental learning for ecological conservation, amenity conservation and landscape conservation in an area. III. Environmental activity assessment program by environmental management system. IV. Special environmental learning and joint research by using the partnership. V. Environmental communication.
