This paper has three purposes. First, it seeks to pursue a support system for persons with disabilities seeking higher education in the USA and to present the idea of "Universal Design in Education." Second, we will discuss the support system in the University of Oregon as a practical case in point. Finally, we will examine the access given to people with disabilities to higher education in Japan. The study incorporates literature, conference documents, internet searches, and an on-site inspection. The results were as follows. 1. In US facilities of higher education, disabled students receive various special services under the law. 2. Under the idea of "Universal Design in Education," it was practicable for students with learning disabilities to access higher education. 3. The practical experiments in the United States provide suggestions for application in Japan.
