Public school choice, which has been spreading among urban cities, is one of the most significant issues at local education policy now. It has a substantial potential to change the activities in public school, so the controversies have been conducted for years. The aim of this paper is to analyze parents'behavior in choosing schools and participating after the entrance quantitatively, and to examine the administrative problem related to public school choice. This paper focuses on the scale of school as an explanatory variable to analyze parents'behavior and attitude. In choosing schools parents tend to choice the larger schools within walking distance of home and make decisions interdependently. As to the activities after the entrance, the scale of school is negatively related to parents'participation and their attitude of commitment, and the parents who are oriented toward choosing the larger schools voice less than the others. The parents who don't choose the conventional designated schools tend to have worse relationship with schools than those who do. The results present the problem of the difference of the scale among schools, and urge us to consider the important role of school board of setting the initial condition in public school choice.
