Researchers have reported recently that geographical differences aren't the main factors of the digital divide in Australia. Can this be true? Such reports are bound to adversely effect communicationn policies, especially in the area of service reductions in rural areas. This paper addresses the problem of whether geographical differences cause the digital divide. By reviewing Australian reports in this field, one finds a widening gap between the have nots and the regions and sectors vying to deliver better services at lower prices. The geographical factor can be seen to be only one of the factors in the divide. In conclusion, this paper discusses the rights to communicate.
