This paper examines the Vietnamese government's program to maximize rice exports by the year 2010 and the writer makes recommendations to facilitate achievement of the program's goals. The history of the program, Vietnam's place in their agricultural environment and the effectiveness of government policy and the international rice market are examined. Interviews conducted in January 2002 with six rice producers in Mekong Delta, main area of production for export, revealed that farmers are substantially unaware of issues beyond annual local yield and price. Following the 1988 implementation of the Vietnamese Communist Party's Politburo Resolution No.10, rice production began to rise, allowing the export of 1.42 million tons in 1989 and reaching export levels of 3 to 4 million tons in recent years. To maintain or improve its position in an increasingly competitive market, where the U.S.A. and Thailand are the other major players, Vietnam will require reforms on the production, distribution, administrative and marketing levels. The writer offers the following recommendations. 1) immediate establishment of a comprehensive structure to promote production of high quality varieties of rice for export 2) development of an organization of farmers to support a strengthening of intervention by farmers into the distribution system of rice to achieve goal convergence 3) improvement of all post-production handling systems to ensure reliability of supply and the resultant enhanced credibility of Vietnam in the international market 4) placing importance on production of safe rice and on environmental measures with the views for consumer behavior in the international market.
