In 1987, the Special Commission on Education proposed that the life-long learning system, in which social education is included, should involve vocational & technical education and training for working people, as its important element. The idea of lifelong education in Europe, and the Recurrent Education system, which OECD proposed in the 1970s, are essentially connected with the world of work. But the practice of social education in Japan has not been historically committed to vocational & technical education and training, and the base of its activities is generally cultural and recreational. Therefore the lifelong education policies, which the Ministry of Education, Science and Culture has proposed up to this day, has been not vocation-oriented but culture-oriented. Since the proposition of the Special Commission on Education, the situation has changed significantly. The author will analyze the reason for the conversion of the governmental lifelong education (learning) policy. It seems that when there are great changes in the industrial structure and in the status of employment, many companies investigate the external labour market policy rather than the internal labour market policy. Consequently the author thinks that a change in the governmental lifelong education policy will coincide with the conversion of the labour market policy in industries. In these economic and industrial situations, the education and training of working people presents a very serious problem. Keeping in mind these problems, the author will investigate clues to securing the worker's right to education and training
