The purpose of this system is to improve for self-governing bodies an ability to retrieve and gain access to information which is both practical and essential in order to enhance proficiency. T-City has been chosen for the model in that it is a comparatively new self-governing entity and has yet not a large, complex network of ordinances. The retrieval system performs four kinds of search: retrieval by terms, by table of contents, by dates of enactment or amendment, and by types of ordinances from a variety of sources. Using this system, it is possible to limit the retrieval of terms after first sorting through organizational charts of caption-menus. In this system, "clauses" which are situated under "articles" are treated as the smallest unit retrievable. This system will be able to contribute toward rationalization of the administrative affairs of any self-governing body.
