この論文は国立情報学研究所の学術雑誌公開支援事業により電子化されました。This paper explains that the earlier studies haven' t got to the heart of Public-Private Partnerships principle. Since Thatcher government, the British government has expected the business to contribute to raising the educational standard. But the government has not always succeeded to raise funds from the private sector. I address that these inadequacies of the existing literatures caused some failures of fundraising from the private sector, especially the business. The PPPs principle brings public and private sectors together in long-term partnership for mutual benefit. In other words, the PPPs policies can explore Best-Value only with the appropriate winwin relationship between public sector and private sectors. When we try to plan a PPPs policy or discuss about the PPPs policy, our understanding the values of business is essential _ e.g. what is the benefit for the business? However, as far as I can make a survey of earlier works regarding the educational PPPs policies in England and Wales, most of policymakers and researchers have had an insufficient understanding of the business. Their recognition of the business is fragmentary and inadequate. This paper addresses this problem by surveying the earlier studies. We can discuss appropriately about the PPPs policies only after we understand the values of business.
