Following the Meiji Restoration, Japan embarked on a policy in which she covetously adopted European and American style social systems, science and technologies, and cultures in an effort to achieve a status as a modern state both in name and in practice. As a consequence, Japanese ethnic dance has almost never been a part of the school curriculums. However, the recent 2002 government guidelines for school education have put a greater emphasis on cooperation between schools and their communities. As of late, more and more attention has been directed to the subject of Japanese ethnic dance. Schools are even beginning to incorporate ethnic dances in physical education classes. The purpose of this study is to clarify the local cultural characteristics of Yamagata Prefecture's Hanagasa-Odori, a Japanese ethnic dance that uses sedge-woven bamboo hats decorated with flowers. We are also concerned with how the dance can be appropriately taught in physical education class at school. The roots of Hanagasa-Odori can be traced back to the construction of Lake Tokura, an irrigation reservoir. A main characteristic of the dance is the emulation of the workers' movements as they try to alleviate their fatigue by fanning themselves with hats. This type of movement is particularly prominent in the five styles of Hanagasa-Odori from the Obanazawa City region. Conversely, Seicho Hanagasa-Odori,, which was contrived as a tourist attraction in Yamagata Prefecture in the 1960s and has since spread throughout Japan, deviates from the original dance in that it does not include the fanning movement described above. Seicho Hanagasa-Odori cannot, therefore, be recognized as local culture. When we teach Hanagasa-Odori as a local culture in physical education class, it is recommended that the five styles of Hanagasa-Odori from the Obanazawa City region be taught due to its origin and historical significance.
