The purpose of this study was to systematize the administration of physical strength promotion in the war period in Japan. The military authorities which had seized the political power aimed at reinforcing the army to continue the war of agression. The Ministry of Pubulic welfare in Japan was estabulished in 1938. The physical strength office in the Ministry of Pbulic Welfare was also a pupet of the military authorrities. The physical strength office had the important task of improving the national physical condition. This study focused the administration of the physical strength office concerned with social physical training. Jpanese people, paticularly young men were compelled to practice physical exercise and gymnastics. Regarding to the policies of the physical strength office, the national physical training policy in those days could be divided into two policies; the whole national policies and the pubulic administrative policies. The former were the policies concerning Meiji Shrine physical training meets, the management system of national physical strength, and Budo promotion committee. The latter were the policies concerning the examination in exercise functions, the facilities, the placement of physical training directors at the munucipal level and the Mental and Physical training week. From the comprehensive viewpoint of the national physical training policies, there were two important factors that had made linkage between the local autonomies and the central government; the meetings of the physical training directors at prefecture level and the notifications which the physical strength office had issued to the local governors bellow. In conclusion, the national physical training in the war period in Japan was in charge of the physical strength office, and the policies of that were characterized by the linkage between the cenral government and the autonomies.
