Nursery fee is very different from every municipality in Japan. A lot of parents, who use an accredited day nursery, are faced with high costs. Some people even can't use these nurseries. According to the national standards of nursery fee, the beneficiary has to pay the charge. It shows that children should be raised by their families, especially by their parents. This paper intends to first give opposing arguments and tries to shed light on the problem on the perspective of sociological and historical women's studies. The gender-role norms in Japan have burdened women with domestic labor and nursing. Since the War, the family system has been more separated from the community system, and the period of child rearing has become longer. Women, who have to or want to work, have always suffered under these conditions. The nursing system in Japan is considered high in quality in the world. So we should think who should be benefited from the system. Children who will become the member of our society are those, not parents.
