In the early 1980s after a decade of population losses, population increased in neighborhoods immediately adjacent to the CBD in many Canadian cities. But recent analyses of the Canadian inner city indicate wide disparity in social and economic conditions at the intra-urban and inter-urban levels. These contrasting social and economic conditions are attributable to post-industrialism. Increases in social status among inner-city residents reflect the expansion of high-paying quaternary sector jobs in downtown areas. Conversely, the increasing concentration of impoverished groups in inner-city neighborhoods reflect the loss of manufacturing jobs and the affordability of housing stock. So the contemporary Canadian inner city includes a confusing mix of wealth and poverty. The purpose of this paper is to focus on social conditions and find the factors which influence the level and degree of social change among Canadian inner cities. The paper begins with a review of explanations for inner city decline and revitalization. This is followed by an analysis of inner-city conditions in Toronto.
